The problem for apartment dwellers is not size but noise. Find me a grinder or belt sander that is quiet enough to keep neighbors with paper thin walls from complaining or a nosey manager from getting bent out of shape and I will agree that this is the way to go in this situation.

Well, I bought a wilton grinder at costco a couple years ago, that grinder is outstanding, I wish now I had bought two! But it is very quiet! Also if you want a combination of very quiet and no vibration....get a "Baldor"

What you can do in an appartment: I post regularly over at anvilfire.com, a blacksmithing site. One of the regulars there lives in Hawaii, in an appartment, on an upper floor. He has his little gas forge, an anvil, and all his tools set up on his balcony! He actually does blacksmithing out there! Given the short amount of time you would use the grinder, I would not expect a lot of complaints. However, I would suggest you choose times when the neighbors were all awake. YOu might also consider giving the ones on either side a nice carving for Christmas to kind of quell their initial reactions.
