You don't have to let the lack of a V tool stop you, Leo. It is just an easy way to go around and outline the feathers. You can do the same thing with a knife, Just use it to outline the feathers and then cut the outside edge of the stop cut. It is then easy to use the flame bit to lower the shoulder left by the knife and to start to blend the feathers together,

I just find it much easier to use the V tool. I picked this up from a friend that does a lot of relief carving. When he is cutting in the edges of a figure, he uses a V tool and then makes a knife cut in the bottom of the V. The V tool is easier to use to follow a line drawn on wood and then helps control the knife. I just decided that this would work on feathers also.
