Default How to make WATER?

Not real water....I'm carving a whale and want to display breaking through the water? Does anyone offer help with how to make the water, tried instant water chips that rail road hobby people melt and use for lake, rivers, etc., but way to brittle...looking for comments or direction. Thanks Bill in New York

grab yourself a couple of hydrogen atoms and an oxygen atom. you will probably need some fine tipped tweezers and magnifying lenses but if you can do this it will be great training for netsuke carving. :
