Default Product to make a water's surface

I have seen it used in a fish carving display, with reeds starting from below and extending up thru the surface. The fish are below this surface. I don't know if it a two part epoxy, that is poured. Envirotex is a two part that i use as the clearcoat on my fishing lures. I wonder if it can be 'textured' before it sets up. My question is what is used and how would it be poured? so the surface is high, with some items above and below it? Could I cheat and use an acrylic like Lexan?? Thanks, the Finn
