There are scorps and bent knives of varying profiles, and, as many have said, they can be the best tools for the bowl. I find I use shallow (like, #5) gouges a lot to more aggressively remove waste wood. Like the others have said, though - you still need to do it in small pieces. One other thing, though - but also, without a scroll saw, you can get a coping saw or jeweler's fret saw instead to remove a lot of the waste - they don't cost much. Or, even, a japanese or band saw, sawing slits towards the design, and then sawing off a chunk at a time around the outside of the design. Hope that helps!

I will suggest Del Stubbs knives at Pinewood Forge Scandinavian Knives if you send him an email with your questions he will have an answer for you and you can discuss with him carving knives for spoons. An excellent man and carver he is busy so don't expect an immediate reply to your email if you do decide to write him. From what your saying sounds like your looking for a roughing knife aka in spoon carving as a Sloyd knife, it's a very old scandinavian pattern very commonly used to rough out spoons.
