Okay, here it is. Drawing is pretty rough but I can't draw with anything but my tools. Hope I can 'splain this. VERY rough sketch attached. Have heart cut out and a 1/2" hole drilled in it. I would suggest for the arrow that you start with a piece of Basswood approx. 1 inch by 1 inch by 10 inches long. 1. Carve or turn shaft to 1/2" Diameter 2. Carve off both sides of both ends to 1/2' thickness to match the shaft. 3. Trim corners slightly on arrow point. 4. Put point in vise and squeeze HARD down to 1/2" thickness to match shaft. 5. Put squeezed point on hole in heart and hit it HARD with your biggest hammer. It should be driven thru hole in one blow. 6. Put squeezed point in a glass of water until it comes back to it's original shape. Let dry overnight. 7. When dry, carve point as an arrow point and other end as feathers. I like a dark wood like Walnut for the heart and Basswood for the arrow. Hope this helps.Let me know how you come out. A pic would be nice. Don't hesitate to write or call if you have questions. I saw this at a local carving show. The carver is a Japanese American from the San Fernando Valley, CA Carvers Club. It's an arrow through a glass cover, through a light bulb inside.
