I used a Flexcut roughing knife, Flexcut detail knife, Butz detail knife, and my Dockyard micro 1.5mm #2, 1.5mm #9, 3mm #9, 1.5mm v tool. The gouges and v tool were used to do the base for the eyes and the inside of the candy cane, and the small flat chisel for cleaning out between the hands - rest was all knife work except for the hair detailing where I used the v tool and 1.5mm gouge.
