I like my Flexcut gouges and use the v-tools for doing hair. Anything from 1/4" or smaller. A #9 sweep gouge will not work for hair if it is the only tool you have. If you can get a 2mm veiner...that would work well too.

I finally got enough money from selling items on craigslist and picked up this set

Carving Tools - SK106 5 pc. Craft Carver Set Flexcut Tool Company

Recently, I went to my first carving club meeting and tried out a bunch of different knives. It was informative. I learned I prefer the cheap RW knife to the expensive $35 knife. they also recommended getting the flexcut set to start out with.

Much as i hate to admit it i agree with bart, kidding bart...
Flex cut is a great starting out tool but most will tell you once you buy a better quality tool you will eventually replace the tools you already have, so better off buying the best you can afford up front if you plan to keep carving.
