That looks like an assembly of pieces of different kinds of wood that have been cut with a scroll saw. Now that is what it looks like to me from the picture very little carving if any. If what you want to do is carve it from one piece of wood with the small fine detail the wood that you use will need to be tight grained. I bet most of our members that do small relief with fine detail will tell you bass wood is the best. I will add maple as well for fine small details I hear a lot about butternut wood but I don’t have any experience with it but I believe it is a fine detail wood as well.

Any kind of wood can be carved, given the right tools and enough time. Basswood is often used for carving as it is a "softer" hardwood. Poplar, birch, oak, walnut, butternut, are common woods. A good place to buy wood is to do a search and see if there is a Woodcraft store or a Rockler anywhere near you - both sell wood and the tools with which to carve it. Another possibility is to check the local yellow pages for a Hardwood Lumber supplier.
